UK Pet Travel Scheme

UK LEADS EUROPE ON PET TRAVEL SCHEME (July 2004)

From 3 July a new EU-wide system of passports for pet dogs, cats and ferrets is introduced. The UK was able to offer its experience of running the successful Pet Travel Scheme in the development of the European scheme. The key feature will be a single European passport which gives details of the animal's identity and vaccination record. One of the benefits of the new style document is that it also records tick and tapeworm treatment within the passport. Transitional arrangements apply to 30 September 2004. Under these, dog and cat owners who have obtained a certificate under the UK Pet Travel Scheme will still be able to use them until the certificate expires.

[Ireland on Sunday 1 Dec 02] For the first time in more than 100 years, travellers from the US and Canada will be allowed to bring their dogs and cats to Ireland without going through Quarantine. But they will have to travel here via Britain and their pets must have been vaccinated against rabies for at least seven months before the trip. From December 11.... [article]

For almost a 100 years pet owners moving to Ireland have faced a six month quarantine of their pets in the one designated kennel in Ireland, or recently, in an expensive home quarantine set up. This law was designed to prevent the importation of diseases such as rabies.

The recent announcement by the British government that the UK's quarantine will be lifted will have an impact on Ireland. Though Ireland has not changed their laws, animals who have been processed through the UK's PETS scheme, and enter through designated entry points in the UK, can enter the Republic.

The British government has introduced legislation to rescind the quarantine requirement for U.S. and Canadian cats and dogs, a measure expected to take effect Dec. 11. The quarantine will now be lifted, provided the pets have a microchip inserted under their skin and are vaccinated for rabies at a recognized veterinary clinic before entering Britain. This Pet Travel Scheme or PETS will provide the animal with its own electronic and documented 'passport'. The pets would also have to travel in and out of Britain on an approved air carrier. American pets will still need to spend their first two or three nights in holding kennels while their paperwork is checked.

The PETS scheme FAQ question relating to Ireland .....

Q2. What about pets entering the Republic of Ireland?
A2. "The PETS scheme relates to the UK only. The Republic of Ireland does not have a PETS scheme. Therefore, pets entering the Republic of Ireland directly from all countries other than the UK, Channel Isles and the Isle of Man will still have to go into quarantine. Pets which have entered the UK under the PETS scheme can enter the Republic of Ireland without going into quarantine."

US Embassy in Dublin issues this information for those moving from Ireland to the U.S.: In reply to your recent inquiry, the U.S. Public Health Service does not require quarantine, innoculation or a health certificate for the entry of pets (domestic dogs, cats, gerbils, hamsters, rabbits or guinea pigs) which are travelling directly from Ireland into mainland United States and which have not been outside Ireland during the previous six months. (Ireland is considered free of Rabies and, therefore, pets do not require vaccination prior to travel). Pets will be examined on entry to ascertain their disease free status and should, therefore, be in good health.

However, all dogs and cats entering the State of Hawaii and the Territories Guam and America Samoa are subject to a 120 day quarantine in accordance with state and territorial regulations.

Pets enter the U.S. free of import duty. No veterinary or other forms are required. If the pet is transiting through another country on route, the pet will be considered as having arrived from that country and the regulations which apply to pets coming from there will apply.

Dogs which are used in the handling of livestock will be inspected and quarantined at the port of entry to determine their freedom of tapeworm, If found to be infested they will be treated under the supervision of a Port Inspector. We understand this procedure takes a number of hours.

You should also check with the airline, which may have special requirements for transporting pets. The airline may request that a health certificate accompany each animal. In any event, we advise enquirers that health certificates may be useful on arrival in the United States and recommend having an additional copy with the animal/s when travelling.

We would also suggest that after arrival at your destination, you check with local State authorities regarding vaccination regulations for animals residing in that area.
